Active Surrey's free refurbished bike scheme is part of an Active Travel England funded programme designed to help get people more active in areas of deprivation in Surrey.  The bike scheme is aimed at residents who don’t regularly use or own a bike but want to cycle to open up new opportunities and improve their lifestyles.

This project aims to make cycling accessible for everyone, by supplying free refurbished bikes to enhance accessibility to employment, education, and local services, while boosting mental and physical health by increasing levels of physical activity.

How To Apply

We’re overjoyed that you would like to apply for a free bike.

The project will initially loan a high-quality refurbished bike free of charge to eligible residents for a period of 6 months. If the bike has been used regularly during this time (roughly once a week), the recipient will have the option to keep the bike at the end of the loan.

Adult bikes will be fitted with a GPS tracking system. Applicants must agree to GPS monitoring. This will enable the Active Surrey team to monitor how the bike is being used, for data collection and evaluation purposes.

Frequently Asked Questions

Cycle Training

Cycle training including cycling safely and confidently on the road will be offered. At the time of collection, you will be asked to demonstrate your cycling ability. Users who state that they are already at the required level are accepting responsibility that they are at a standard to use the bike safely and confidently and especially whilst riding on the road.  

By choosing not to complete the Cycle training course offered, you do so at your own risk and you accept that Active Surrey, its employees or third-party providers will not be liable for any direct or indirect injury or damages resulting from incompetent or improper use of your bicycle. 

Your safety and that of other road users is of primary concern, therefore it is the responsibility of you, the participant, to ensure all possible steps are taken to avoid any injury or damage to yourself, other road users and members of the public, the bicycle, and accessories. 

We recommend you read The Highway Code, with particular reference to sections 59 to 82: ‘Rules for Cyclists’. Active Surrey strongly recommends that the receiver of the bicycle always wears a helmet when riding the bicycle. A helmet will be provided on the day of collection. Active Surrey cannot be held responsible for any injury which occurs as a result of dismissing this recommendation.

Ownership/Liability

There is an initial loan period of 6 months. The bicycle remains the property of Active Surrey during the loan period. The Borrower will not sell, hire out, lend, or otherwise part with the possession thereof. Active Surrey does not accept any responsibility for the rider or third-party claims associated with the bicycles and cycling accessories. 

If you are not using the bike regularly you may be asked to return it to the project. Ownership may be transferred to individuals after the loan period if there is evidence of regular use, terms and conditions apply. 

The Borrower must inform Active Surrey of any change of address, telephone and email changes during the period of the loan by emailing: active.surrey@surreycc.gov.uk

If the bicycle is stolen, the applicant must inform the Police and obtain a Crime Number and inform Active Surrey by emailing: active.surrey@surreycc.gov.uk

Front and rear lights have been provided with the bicycles. It is a legal requirement that these lights are used when cycling during hours of darkness or in poor visibility.

Bike Maintenance

You will be required to carry out basic safety checks of the bicycle prior to each use, training and literature will be provided to support this. Whilst the cycle remains the property of Active Surrey throughout the project, you are responsible for its appropriate care & maintenance. Whilst on loan Active Surrey will support basic bike maintenance through guidance and demonstration and it is strongly recommended that receivers attend these sessions and work towards becoming self-reliant by the end of the loan period. 

You will be provided with a Lock and information on how to ensure your bicycle is kept safe. You must always lock your bike when you are out and about. If the bicycle is lost or gets stolen, you should notify Active Surrey as soon as possible. Bikes that are stolen are unlikely to be replaced however special consideration may be made on those occasions when the user has done everything possible to secure the bike depending on availability. 

Should at any time during the loan period, the bicycle becomes damaged, you must inform Active Surrey as soon as possible so attempts can be made to repair the bicycle by mechanics. Bicycles that cannot be repaired may not be replaced.
