Safeguarding Young People involved in School Club Links
 
The welfare of young people is paramount when developing school club links.
 
Who is responsible?
 
The British Association for Advisors and Lecturers in PE Guidelines (now AfPE) here>> provide information on the use of coaches and volunteers in the school environment. Schools may also wish to draw on advice in the Surrey Extended Learning Handbook
 
How to ensure safe sessions
 
If the school club link involves the use of club coaches or volunteers, the school has responsibility to complete the relevant checks. This includes an Enhanced CRB check.
 
The Recruitment Flow Diagram and Employment and Deployment of Coaches and Volunteers Good Practice here>> outline good practice for the recruitment of paid coaches and volunteers. An Enhanced CRB, NGB qualification, here>> reference checks here>> and Self Declaration here>> should be completed prior to deployment. If a coach or volunteer does not hold a governing body qualification they will need to ensure satisfactory insurance cover.

Coaching Ratios
 
It is important for both the school and the club to be aware of the recommended NGB of Sport coaching ratios (i.e. number of young people to a coach) for that particular sport.  Club coaches will have been trained by their National Governing Bodies to safely manage a maximum number of participants within their coaching sessions.  Exceeding these ratios can nullify the coachs insurance through their National Governing Body, and more importantly can lead to unsafe and dangerous sessions for the young people.
 
Clubs may be able to supply more than one qualified coach to each session, or it might be agreed that the teacher will support the club at every session. A young leader (over 18) may also be an option. Whatever is agreed, it is essential that this be consistently adhered to and reviewed regularly. The NGB Ratio Guide here>> provides details of recommended coaching ratios during Out of School Hours Learning. (It is recommended for child welfare that a minimum of 2 adults should be present).
 
High Quality Coaching
 
There are a number of resources, which can be used to support the use of coaches in schools. These include Coaching Agreement Form, here>> Coaches Duties and Responsibilities (including incident and accident reporting) here>> and Coaches Code of Conducthere>>. The Coaches Competencies Checklist may also help schools to assess the quality of the coaching delivered in the school and provide feedback based on their needs (Please be aware this checklist is not intended as an Ofsted checklist that identifies high quality teaching and learning). A Register Template is provided to enable the number of young people accessing the link to be reported.

NB: If an activity / coaching session takes part on a school site, or the school promotes the activity/ coach (e.g., handing out flyers) even if the activity is not school led, the school is seen to be endorsing that activity and is therefore responsible for ensuring the welfare of young people at the activity. 
 
The welfare of young people at Club only sessions is the responsibility of the club.
 
NB: Surrey County Council does not accept the transference of CRB from one organisation to another, therefore a coachs CRB completed by their Sports Governing Body may NOT be sufficient for them to work or volunteer at a school.
