How will the bids be assessed against each other?
- The general criteria are already available by reading the briefing paper and the Initial Expression of Interest Guidance Notes.
- Once each round of bids are received, the Surrey Better Coaches & Leaders Group will meet to rate the bids, with those deemed to score highest being recommended to be worked up to full bids (see timescales below). Several other bids will be allocated as reserve bids and will be worked up in case an original bid falls through.
- A clear scoring system has been devised which will allow the Group to assess each application fairly. The scoring system is not available to the public to encourage bids with initiative - however an overview of the scoring system is available here.
- The Active Surrey Sports Partnership Management Group (at a meeting, 14th July 2004) agreed that a spread of posts across as many of the 31 sports as possible would be preferable, rather than all posts going to one sport/area.
- To maintain as open and transparent system as possible, the applications will go through several checks by: the Surrey Better Coaches & Leaders Group, the Active Surrey Sports Partnership Management Group, Sport England and the South-East England Regional Sports Board.
The Surrey Better Coaches & Leaders Group
The Surrey Better Coaches & Leaders Group (SBCLG) is made up of a variety of individuals representing various local sports-related organisations. The Group will make initial decisions about the suitability of individual bids, using the published criteria and the scoring system. Successful bids will be supported to make their case as strong as possible. The members of the Working Group are:
- 2 representatives from the Active Surrey Sports Partnership,
- 2 reps. from National Governing Bodies of Sport,
- 2 reps. from Local Authorities,
- 1 rep. with special knowledge of Funding issues,
- 1 rep. with special knowledge of Disability issues,
- 1 rep. from Sport England,
- 1 rep. from sports coach UK,
- 1 rep. from Sports Leaders UK,
- 1 rep. from the Youth Sports Trust.
- The Group is chaired by ASSP.
The Active Surrey Sports Partnership Management Group?
The Management Group meets to decide the way forward for the Active Surrey Sports Partnership (ASSP) and its members are therefore representative of the partners involved in the ASSP. With the CSCS, the ASSP Management Group (ASSPMG) will scrutinise and assess the recommendations of the SBCLG. If the ASSPMG is satisfied with the recommendations, the application will be sent to Sport England.
What will Sport England do?
With respect to the CSCS, Sport England advise the SBCLG and ASSP Management Group on suitability of applications for funding to the Regional Sports Board (RSB). Several weeks before the RSB meets (every 3 months), Sport England will collate all information about a CSCS application for the county, and if satisfied with the process will recommend the application to be passed by the Regional Sports Board.
What is the role of the Regional Sports Board?
The RSB is an independent group of individuals tasked with making decisions about spending of public and lottery money. If they agree with the recomendations of Sport England they will grant funding to the Scheme in Surrey. The Active Surrey Sports Partnership will be given the funds to distribute to the successful organisations.
What are the timescales for the CSCS in Surrey?
- Surrey to establish Coaching Development Working Group (CDWG) by 31 May 2004. (Status - achieved).
- SBCLG to set final timescales and set initial criteria for approving applications by 30 June 2004. (Status - achieved).
- Briefing Meeting for all interested parties (pm SDO's / eve Clubs, etc) to be held on 8 July 2004. (Status - achieved, 60 attendees).
- Clear scoring system for assessment of bids to be published by 6 August 2004. (Status - achieved 11th August).
- Initial Expressions of Interest
(Phase 2) to be submitted by 31 August
2004. (Status - achieved, 13
FT & 46 PT applications).
- SBCLG Panel to meet and decide which bids to accept by 9 September 2004. (Status - met 8th September - 2 FT & 14 PT put forward).
- Phase 2 Bids to be written up in detail and submitted by 29 October 2004. (Status - achieved by 2FT & 7 PT - other 7 PT to go to Phase 3a RSB).
- Regional Sports Board meets and assess bids decision made on 1 December 2004. (Status - all successful).
- Recruitment process starts & coaches to be employed by 25 March 2005.
- Initial Expressions of Interest
(Phase 3a) to be
submitted by 30th November

PT applications).

What is meant by "Phase"?
- Phase 1 bids were the Pilot Programmes across the country (employment starting between April 2004 and March 2005) - as Surrey weren't in the Pilot Programme, Surrey does not have a Phase 1.
- Phase 2 relates to bids where coaches are to commence employment by March 2005.
- Phase 3 relates to bids
where coaches are to start employment by March 2006:
- a refers to initial applications made by December 2004;
- b refers to those made before March '05;
- c refers to bids made before June 2005;
- d refers to those made by end September 2005.
- Phase 4 relates to bids where coaches are to commence employment by Jan 2007.
- Phase 5 relates to bids where coaches are to commence employment by July 2007.
